Cheap Mods ?

I guess I'm a bout to ask a question that have been asked like a million times. :D
I have an Automatic 95 TSI and I need to get this car in the low 14s high 13s this summer, However this is my only car "for now" so I need it to be safe and streetable.
I have a CAI which already came with the car when I bought it 2 months a go.
So what can you suggest for me ? Just remember that I do not want to spend too much ?

What kind of budget are you on? Have you read any of the "tuning guides" available across the internet? If not:
